TULSA COUNTY, OK – A 60-year-old woman from Oklahoma has been arrested and accused of mentally and physically abusing numerous young children in her care for over a decade.
Kimberly Ann Haley was arrested on Monday this week and charged with four felony counts of child abuse by injury.
Reportedly, the investigation into Kimberly began in June 2023 when five children spoke to an employee of the Oklahoma Department of Human Services about their experiences with her.
Some of the allegations against her include forced labor, starvation, and at least one count of an attempted drowning.
Kimberly claimed that her business was a “therapeutic place for children with RAD (Reactive Attachment Disorder).” RAD is a condition where young children fail to establish healthy relationships with parents or caregivers, often due to neglect or mistreatment.
It was revealed in the affidavit that she sought out parents looking for help with their children through Facebook searches and a mental health professional working in the area.
Police stated that Kimberly had no license or training to work with children with RAD and that her methods amounted to child abuse.
She was paid by parents for what she claimed were therapies to help their children. Instead, she would punish them by making them sleep on the floor naked without blankets and forbidding them from eating.
Reportedly, she padlocked the fridge and cabinets to restrict access to food.
One child told police that Kimberly wouldn’t allow her to eat unless she completed chores around the home. The child also said the fridge had an alarm on it.
Another child said Kimberly would prohibit her from bathing or using the bathroom at night.
One child reported that Kimberly threw her into a bathtub, causing a severe head injury. In a panic, Kimberly allegedly tried to drown the child, but someone intervened before she could kill her.
Other children claimed Kimberly forced them to live outside in the woods, where they survived on “pond water and wild onions.”
Kimberly would throw food outside, but animals often got to it before the children could. Some children also reported being beaten and starved as punishment.
Additional allegations included children being forced to “clean the sewer with their bare hands” and use buckets as toilets. According to investigators, there was only one working bathroom in the home, and the children were forced “to act like plumbers and clear out all the sewage.”
One child claimed that Kimberly stabbed her in the knee because she washed dishes incorrectly.
Authorities confirmed that Haley has not had any children in her home for the past year. She is currently being held in the Tulsa County Jail on a $25,000 bond and is scheduled to appear in court on Wednesday.
